Haringey Youth Justice inspection 2024
His Majesty’s Inspectorate of Probation (HMIP) will be conducting their inspection of our Youth Justice Service (YJS) in Haringey between November and December 2024. See all details on the inspection.
Who we are and what we do
We are a multi-agency service made up of youth justice social workers and support staff including police, health, probation and education.
The aims and objectives of the service are to:
- prevent offending and re-offending for children and young people aged between 10 and 17 years
- encourage and inspire children and young people to help them maximise their potential and become responsible members of the community
- ensure we have a child-first approach, which means we are putting children and young people at the heart of what we do to ensure they have the right support and influence our service delivery and decision making.

Young people at risk
The Youth Justice Service is also aligned with the Young People at Risk Strategy, which is our 10-year plan to address the complex root causes of this issue. It adopts a public health approach, with public sector agencies, voluntary sector groups, communities, and young people themselves working collectively to reduce young people’s vulnerabilities and build their resilience.
Haringey youth justice data
Children and young people known to the service may experience a wide range of risks associated with their offending behaviour including:
- school absence
- poor mental health
- significant trauma
- negative peer influences
- special educational needs
- poor relationships
- high risk of safety and wellbeing
- risk of harm to other
- risk of criminal and sexual exploitation
According to our data analysis which incorporates data from the latest assessment completed, the 2023/24 caseload:
- 90% were male
- 55% were black/black UK ethnic group which was disproportionately high when compared to the 2021 census population
- the average age was 16.0 years
- 59% had mental health concerns
- 44% had speech and language concerns
- 59% had substance misuse concerns
- 17% had physical health concerns
- 38% had a high risk of safety and wellbeing
- 16% had a high risk of serious harm to others
- 29% had a high risk of re-offending
- 29% were not in full-time education, training or employment.
We use this information to inform our interventions, approaches and commissioning to improve outcomes for young people and children.

We created this video which explains what we are doing to prevent re-offending and how we work with:
- children and young people who have been involved in, or at risk of, offending behaviour
- victims to repair the harm caused

Early Help
As part of our wider early help offer, we deliver and commission a range of support for children, young people and their families where help and support is needed to prevent issues from escalating.

Thematic Inspection Report – 2021
Haringey was included in a thematic inspection by Her Majesty's Inspectorate of Probation (HMIP) into 'The experiences of black and mixed heritage boys in the youth justice system' (April to June 2021), alongside 8 other youth justice services. Within the report, the learning identified was incorporated into our strategic partnership youth justice plan and operational plan for the youth justice service.

Haringey YJS Wellbeing Team
We hold the emotional and physical wellbeing of our service users in high regard, so we want to guarantee that they receive a holistic health offer when accessing our service via our in-house Wellbeing Team.
Children and young people open to the service will be able to access:
- school nurses – ensuring physical wellbeing
- CAMHS – in-house child and adolescent mental health service nurse to support healthy emotional wellbeing
- speech and language therapy – in-house speech and language therapist, to make sure support of communication needs are screened and assessed for all children and young people
- Insight Platform – substance use/misuse support, providing both treatment and education/harm reduction
- liaison and diversion – first point of contact, emotional wellbeing support based in police custody suites
