Rough sleeping in severe weather
We operate a severe weather emergency protocol (SWEP) to protect people sleeping rough during extreme weather conditions. When SWEP is activated, we work with local services to provide emergency shelter and support.
When SWEP is activated
SWEP is triggered during periods of severe weather, including, but not limited to:
- freezing temperatures: when the Met Office forecasts temperatures at or below 0 degrees Celsius
- heavy or prolonged rainfall: where there is a risk of flooding
- gale-force winds: when strong winds increase the risk of falling trees or debris
- extreme heat: when very high temperatures pose a risk of dehydration, sunstroke, or other health complications
How to help someone sleeping rough
If you are concerned about someone sleeping rough during severe weather, refer them via StreetLink – this helps the outreach team locate and support them.
You can also contact local outreach services directly if you have urgent concerns.
SWEP provision in Haringey
In Haringey, SWEP accommodation is provided within existing supported housing services. Because this is an emergency, short-term measure:
- sleeping arrangements may include: camp beds, mattresses or chairs in communal spaces or spare rooms
- gender-appropriate accommodation is available wherever possible to ensure safety and dignity
Offering seasonal essentials:
- in cold weather: warm shelter and protection from freezing conditions
- in hot weather: access to shade, water, and sun cream to prevent dehydration and heat-related illness, and shelter for clinically vulnerable residents sleeping rough
