The National Planning Policy Framework (NPPF) requires that an annual measurement of housing delivery is undertaken. If under delivery over a rolling 3 year period happens, the following actions must be taken:
- the publication of an action plan if housing delivery falls below 95% of a local planning authority's adopted housing requirement over the previous 3 years
- a 20% buffer on the local planning authority's 5-year land supply if housing delivery falls below 85% of the adopted housing requirement
- the 'presumption in favour of sustainable development' in the NPPF would apply automatically if housing delivery falls below 75% of the adopted housing requirement (post 2020)
The government published its 2023 Housing Delivery Test (HDT) measurement in December 2024. This indicated that we had delivered 99% of our housing requirement in the preceding 3 years, so no actions are necessary.
