Draft Local Plan

The Council consulted on a Draft Local Plan from 10 October 2025 to 19 December 2025.

As part of the process of preparing a New Local Plan for the borough, the Council recently consulted on a Draft Local Plan. Over 10,000 individuals and groups provided feedback to the Council and we want to thank everyone for their participation and for helping shape the future planning of the borough.

What is the Draft Local Plan?

The Draft Local Plan is the first full draft of the New Local Plan setting out the Council’s proposed 15-year spatial vision for new buildings and development in the borough, together with a borough-wide framework for placemaking. It has been substantially shaped by residents, communities and other stakeholders and is informed by a comprehensive evidence base.

The consultation was  held in accordance with Regulation 18 of The Town and Country Planning (Local Planning) (England) Regulations 2012 which sets out what Local Planning Authorities are required to do in relation to the preparation of a local plan. 

Next Steps

The Council is currently collating and analysing the comments received. Having regard to these, it will then prepare and consult on a Proposed Submission Local Plan (Regulation 19) in the second half of 2026. This will be the version of the plan the Council wants to adopt.

Following consultation on the Proposed Submission Local Plan, the plan together with any representations will be submitted for examination by an independent Planning Inspector before final adoption by the Council.
