Neighbourhood planning allows communities to influence the development and growth of their local area, through:

• the production of a neighbourhood development plan
• a neighbourhood development order
• a community right to build order

Neighbourhood forums

In Haringey, neighbourhood planning is taken forward by 'neighbourhood forums' that will designate a ‘neighbourhood area’ for which to focus their proposals.

There are 3 neighbourhood forums in Haringey:

• Crouch End neighbourhood forum
• Finsbury Park and Stroud Green neighbourhood forum
• Highgate neighbourhood forum

Localism Act 2011 and the Neighbourhood Planning Act 2017

The concept of neighbourhood planning was introduced by the Localism Act 2011 which amended current planning legislation by adding new sections and schedules. These came into force on 6 April 2012. This was strengthened through the Neighbourhood Planning Act 2017.

Regulations have also been made that specify the procedures which must be undertaken when implementing the new arrangements. The legislative framework, attendant Regulations and the amendments are:

• Neighbourhood Planning Act 2017
• Neighbourhood Planning Act 2017 (Commencement No.1-5) Regulations 2017/18
