Moselle Culvert repair works

Traffic measures and diversions in place from April 2025.

Due to damage to the Moselle Culvert, we have had to make the decision to stop vehicle access above it to prevent further damage and to ensure the road remains safe.

A number of traffic measures and diversions will be put in place in April 2025, and will remain in place until we are able to repair the culvert.

We are working hard to secure the funding necessary to carry out the repairs and reinstate full access to vehicles as soon as possible.

What is Moselle Culvert?

The Moselle Culvert is a large diameter pipe constructed mainly in brickwork, and it carries the flow of the Moselle River. The culvert runs across Haringey, including under the footway of Tottenham High Road, on the opposite side from the Tottenham Hotspur Stadium.

There has been damage to the culvert at various locations. Our investigations have concluded that it needs to be protected from vehicle loads due to its poor condition, as repairs cannot be carried out immediately.

Traffic measures 

We will install barriers at the following 3 junctions along High Road N17:

  • Moselle Place
  • Whitehall Street
  • Brereton Road

This will prevent vehicle access to and from Tottenham High Road at these junctions, however pedestrian and cyclist access remains, and no parking bays will be suspended.

  • Moselle Place and Whitehall Street can be accessed via White Hart Lane and Love Lane
  • Brereton Road can be accessed via Church Road

The existing vehicle restriction between Moselle Street and Moselle Place will be removed whilst the traffic measures are in place.

There will also be a temporary closure of 1 lane of Tottenham High Road around the Ruskin Road junction, which will not affect access to properties.

How long will the works take? 

Funding is required for the works to take place, and we are working hard to secure this and carry out the works as soon as possible.

Therefore, we cannot provide an accurate timeline at this moment in time, however we will provide updates to this page and via Haringey People Extra as and when available.

Will buses or LTNs be affected?

With the current traffic measures, no bus diversions, stop closures or changes to LTNs are required.

Pedestrian and cyclist travel to and from the Tottenham Hotspur Stadium will not be affected.
