We are consulting on revisions to the Haringey Council statement of licensing policy. The consultation will run for 6 weeks from Monday 11 August to Monday 22 September 2025.
We want your feedback on proposed changes to the policy, which will guide how we manage licensing matters for the next 5 years.
The consultation is open to residents, businesses and other stakeholders and participation is encouraged to ensure the policy is comprehensive and relevant.
Why we are consulting
The Licensing Act 2003 requires Haringey Council, as the Licensing Authority, to:
- determine and publish its statement of licensing policy at least every 5 years
- keep it under review
- make such revisions to it, as it considers appropriate
We welcome feedback from all residents, businesses and partners on the changes we are proposing.
The policy sets out how:
- we will make licensing decisions
- new licensed premises are likely to be permitted to operate
- the needs of residents and businesses will be addressed
The policy has several aims. It sets out how we approach our licensing responsibilities and aims to promote the 4 licensing objectives under the Licensing Act 2003, which are:
- the prevention of crime and disorder
- public safety
- the prevention of public nuisance
- the protection of children from harm
This policy will apply when the Licensing Authority is making decisions about applications for the:
- retail sale of alcohol
- wholesale of alcohol to members of the public
- supply of alcohol to members of registered clubs
- provision of regulated entertainment
- provision of hot food or hot drink between 11pm and 5am
The current Statement of Licensing Policy has been in place since January 2021.
The draft policy provides best practice management advice for venue operators (prepared in conjunction with partner agencies such as the police authority, trading standards, environmental health, safeguarding board, public health, fire authority and more).

Matters proposed in the draft policy for consultation are summarised here.
Summary of the main amendments:
- removal of guidance relating to coronavirus
- updated alcohol harm data
- update wording around pavement licensing
- revised wording on the Corporate Delivery Plan and links with other strategies – including risk and harms to women and vulnerable people in the late night economy
- responding to the proposed Martyn’s Law by outlining event and large venue safety and risk assessment
- the dispersal of patrons from premises
- the impact in certain areas of low cost, high strength alcohol sales – street drinking
- updated wording on framework hours
- new section on responsible management for licensed premises relating to match and event days in a given area
- new section showing examples of model conditions
- responsible authorities information updated

Revision of Statement of Licensing policy consultation
This consultation runs from Monday 11 August to Monday 22 September 2025.
What happens next
At the end of the 6 week consultation, responses are considered to if they impact on the policy and changes are made to the policy where necessary. The responses are discussed at the Regulatory Committee prior to the policy being taken to full council for adoption.
Privacy Statement
The council is required to consult on the it’s Statement of Licensing Policy under the Licensing Act 2003.
The information received will only be used for the purposes of this consultation and Licensing Team.
Any personal data will be destroyed 1 year after the consultation is completed.
Anonymised responses will be used in a published public document to report to the Regulatory Committee and full council at a later date.
