We need to make changes to the way we manage parking on estates because:
- government legislation on how councils can manage parking has changed – this means our current arrangements for privately managed enforcement are not effective
- the current scheme is over 20 years old and needs to be modernised to allow us to manage estate parking more effectively
We began consulting housing tenants and leaseholders on the rollout of the new arrangements in mid-March 2025. Our first phase, which focused on estates in the Northumberland Park and Bruce Castle wards in the Tottenham area, closed at the end of April. We started with those estates because they are heavily affected by rogue parking on match days and during events at the Spurs stadium. We expect the new scheme to be in place for these estates by early 2026.

We rolled out the consultation across the remainder of the borough from 20 October to 15 December 2025 (see table). The deadline for responding has been extended to midnight on 18 January 2026.

What will be new and different?
- funding: We intend to change the way we fund parking management by introducing charges for estate parking permits and visitor permits. The new scheme will follow the principle that those tenants who benefit from car parking will need to contribute towards its provision. Charges for estate resident permits will be on a sliding scale so that the more polluting your vehicle is, the more you pay.
- more effective enforcement: Haringey Council’s parking enforcement team – the same civil enforcement officers that manage parking on-street – will take over from Wings Security. They will have increased powers:
- to issue penalty charge notices (parking tickets) take more effective action against rogue parking by people who don’t live on the estate – including having powers to tow away this and other nuisance vehicles to take effective action
- take effective action against parking fraud, permit tampering, abandoned vehicles and car dealers
- more flexibility: we will be able to offer more flexible times and review provision of parking spaces
- more support for greener travel: more cycle parking and electric charging points if you’d like to see them
- one permit per household: parking space is limited on estates, so every household will only be able to buy one estate resident parking permit. If you have more than one vehicle in your household, you will need to buy a permit to park on neighbouring streets not part of the estate.
- paperless permits: you will be expected to apply online for a virtual estate parking permit, as is the case for on-street parking. In exceptional circumstances, you may be able to apply in person for paper permits at the council’s customer service but, over time, the expectation is that you have a virtual permit.
Cost to residents
To cover the costs of the scheme, vehicle owners will be asked to pay from 14 pence per day to park – the bigger and more polluting your vehicle's engine, the more you’ll pay.
Blue Badge holders and carers will be able to park for free.

We have worked closely with our Resident Voice Board on designing this engagement process and encourage our residents to get involved
We are running our borough-wide engagement by geographical area, so we can understand how best to organise parking at local level. We will be asking for your views on improvements like:
- new loading bays
- motorcycle bays
- disabled bays
- cycle parking
- electric vehicle charging points
We delivered a printed pack with a brochure, questionnaire and covering letter to all relevant households in phases, and will be holding drop-in sessions in local venues so that you meet our team. You can also complete the questionnaire online:

Background
We are making changes to parking management following consultations in 2019 and 2020, and the decision to bring the housing service back to the council in 2022.
