Background
In July 2024, we introduced a new forward-thinking Parking Strategy, that has been co-designed with the community.
The Parking Strategy focuses on managing the road space in Haringey to meet the needs of our growing population and prioritising parking for those who need it.
No decision has yet been taken as to whether or not we will implement any of these policies. What happens next will depend upon our impartial consideration of the comments received, determining if implementing any of the changes is in the best interest of residents and businesses.
There was an error in the previous Traffic Management Order (TMO) regarding the limit on paper visitor permits. This has now been removed and the order will be re-advertised, with the closing date for the consultation extended to 20 November 2024.
What happens next
We value the feedback we have received, including the various submissions and objections currently under review as part of the statutory process.
We are unable to accept any additional submissions or objections. However, your contributions are important to us and will help shape our decision making.
We plan to submit the outcome of the consultation for formal decision in early 2025.

Summary of changes
The potential changes are as follows.
Administrative services: change of address
Proposal: to introduce an administrative charge for change of address for permits.
Additional information: this would be intended to improve consistency across administrative services for permits.
Administrative services: rejected permit applications
Proposal: to introduce an administration fee for permit applications that are rejected.
Additional information: residents parking permits are issued on trust – applicants confirm that they meet the eligibility criteria and provide the necessary supporting evidence. Some do not, hence applications being subsequently rejected. This would ensure costs are fully recovered.
Electric Vehicle charging bays/parking in Pay & Display bays
Proposal: to introduce charges for Electric Vehicle (EVs) short-term parking and electric charging bays.
Additional information: this would be intended to increase turnover and access to these spaces.
Introducing a new Workplace Virtual Blue Badge Permit
Proposal: to introduce a new free permit that Blue Badge holders that work in Haringey but live outside of the borough can use, similar to our existing Resident Virtual Blue Badge Permit.
Additional information: this is intended to prevent the theft of their Blue Badge when parking near their place of work in Haringey.
Innovative permit charging: vehicle size surcharging for a range of permits
Proposal: to introduce a parking permit surcharge that reflects the size of a vehicle.
Additional information: The larger the vehicle, the higher the permit surcharge would be to reflect the space required and their impact on road conditions.
New Business Permit provision: Business Visitor Permits
Proposal: to introduce business visitor permits to offer additional short stay options for local business parking.
Additional information: This mirrors the permit offer made by a number of other London boroughs. Initially, it is proposed that this will be provided at a limit of 100 per year per account, subject to review after a period of implementation.
Remove Daily Visitor Permits
Proposal: to remove the option of daily visitor parking permits.
Additional information: residents would still able to access hourly permits for their visitors. This would be intended to prevent the permits being used for other than their intended purpose.
Subsequent permit charging
Proposal: to introduce a new permit surcharge structure for additional permits.
Additional information: the more permits that a household purchases, the higher the surcharge will be. It will also be applied across other types of permits, whereas at the moment a flat-fee surcharging only applies to resident permits.
Temporary Cover Permit
Proposal: to introduce 21-day temporary courtesy and hire car permit cover across our wider range of permits.
Additional information: this would build on our current offer that only applies to resident permits.
Updated permit charging structure, to include a new EV charging tier
Proposal: to introduce a new permit charging tier for fully electric vehicles (i.e. battery electric vehicles - BEVs).
Additional information: we recognise that these vehicles do not contribute to local emissions – this is in contrast to other vehicles in the current lowest charge tier (up to 100 CO2 g/km).
