Safety Valve Programme

The Department for Education (DfE) has invited the council to join the national Safety Valve Intervention programme. This initiative aims to assist local authorities in managing overspending on Special Educational Needs and Disabilities (SEND) services.

Haringey Council will receive £29.9 million in funding to implement 18 projects that align with the priorities set out in the Haringey SEND Strategy. These projects have been selected based on input from parents/carers, young people, partners, and stakeholders and will contribute to shaping the future of the service.

This programme runs for five years until 2028.

Impact report 2023-2024

This document provides an update on the progress and achievements of the Safety Valve Programme, which aims to enhance the provision and efficiency of SEND services across the borough.

Report highlights:

  • an overview of the programme's advancements and accomplishments
  • details on the status of 18 key projects, each designed to significantly improve the support for our children and young people while efficiently utilizing our resources
  • a summary of the milestones reached in the past year, including:
    • development of new early intervention resources
    • establishment of additional specialist teaching roles
    • implementation of a new capital programme to increase the number of educational places for children with SEND

These initiatives have collectively contributed to a net saving of £1.577 million for the first year, demonstrating our commitment to fiscal responsibility and educational excellence.

We are committed to building trust and engagement with SEND service users and Haringey residents by being transparent about the implementation of the Safety Valve Programme. 

We aim to keep all stakeholders well-informed and actively involved throughout the process.

Programme oversight

The Haringey Safety Valve Steering Group, chaired by the Director of Children's Services, oversees the programme to ensure effective implementation. The group includes key stakeholders, such as Schools Health and parent and carer representation via SEND Power, the Haringey SEND Parent Carer Forum.
