Thousands of Haringey council homes to be refurbished with almost £600m boost

An injection of almost £600m over ten years will drive up the comfort and quality of all 20,000 council homes in Haringey and move the borough nearer its net zero target.

This landmark investment will deliver a significant milestone in higher living standards across the borough, ensuring all homes are safer, warmer, energy efficient and more attractive to live in.

The package of measures, announced at Cabinet last night (17 June 2025), will also see tenants have a bigger say on design decisions for their estates.

Families will benefit from modern boilers, external wall and loft insulation, energy efficient doors and windows, bathroom and kitchen upgrades, new roofs, safety improvements and revamped communal spaces as part of the refurbishment of the council’s entire housing stock.

This £570m investment will launch a once-in-a-generation renewal, transforming thousands of lives by driving up the comfort and quality of council housing.

Our plan is a vital part of our ambition for fairer housing by bringing our residents into decision-making in a much bigger way as well as creating jobs and opportunities for local people and businesses.

The landmark project will also play an important role in reducing Haringey’s carbon footprint and our mission to become a net zero borough by 2041.

Part of the investment boost will ensure 100% of council homes in Haringey reach Decent Homes Standard by 2028.

The project will transform the council’s approach to procurement of major works with four specialist companies each responsible for refurbishments in one geographical area of the borough.

It will also unlock hundreds of jobs for local people with an obligation to employ apprentices and include local businesses in supply chains.

Tenants will be at the heart of decisions on procurement, governance and design through regular engagement and the council’s Resident’s Voice Board.

The £570m investment will improve the overall Energy Performance Certificate (EPC) ratings of all council homes from C and below to B.

As well as refurbishing and retrofitting existing homes, Haringey is on track to deliver 3,000 new high-quality homes by 2031, built to the very best environmental and design standards, with more than 2,000 underway or completed.
