At the end of October 2025, more than 2,600 Haringey households were living in temporary accommodation. The draft strategy sets out the council’s plans to address this, and ensure appropriate support is in place for households.

Last night (11 November 2025), Cabinet agreed to launch a consultation on proposals co-designed with residents, local partners and sector experts.

The strategy sets out an ambition to phase out the use of reliance of commercial hotels for temporary accommodation as well as enhancing the council’s front door services for families needing help by creating a new prevention hub.

Cllr Williams, Deputy Leader and Cabinet Member for Housing and Planning, said:

We believe every Haringey resident should have a safe, decent and comfortable home.

That’s why preventing residents from becoming homeless and providing the best possible support for those in crisis as well as good quality temporary accommodation where needed is so important. But it’s a tough job – and it’s getting harder.

This strategy is our response to an extremely challenging external environment and increasing pressures on our frontline services.

Prevention and partnership are central to our approach, and we want to build on the relationships we have in place, as well as the capacity of our own team.

We will take full advantage of the opportunities that our house building programme has created and increase our portfolio of properties, including new purpose-built lodges.

Please have your say on this draft strategy to help us further shape our proposals and deliver on our shared priorities.

Support will be targeted at the most vulnerable groups, such as care leavers, and partnership working with other agencies improved to prevent and respond to homelessness.

The council has already delivered 800 new council homes as part of its ambitious programme to deliver 3,000 by 2031, which is enabling more families in need to stay locally.

The consultation is due to launch on 27 November and is expected to run until the end of January.

The plan supports the council’s existing Rough Sleeping Strategy and should be read alongside that.
