2023
Improving support descriptions for children with SEND
SEND banding descriptors help allocate resources for children and young people with special educational needs and disabilities (SEND). In 2023, we updated the language used to describe these needs. The new descriptors for children with an Education Health Care Plan (EHCP) were co-produced with parents, carers, schools, health professionals, and psychologists.
A public consultation was held from 5 October 2023 to 1 December 2023 to ensure accuracy and fairness. Various in-person and virtual events were organised across Haringey to gather public feedback and participation.
2022
SEND Home School Transport consultation 2022
We proposed updating and revising our home-school transport policy, introducing a more detailed account of how decisions are made in the interests of transparency, and ensuring our stakeholders are as informed as possible.

2021
Haringey SEND Strategy 2022-2025
The strategy outlined how we plan to further develop the SEND offer in Haringey over the next 3 years.
The priorities within the SEND Strategy have been informed by:
- a self-assessment across the SEND partnership
- a review of current service provision within the local authority SEND service
- a series of informal conversation events with parents and carers that took place across June and August 2021
- findings from the Ofsted and CQC inspection of SEND services in Haringey (5 to 9 July 2021)
What we wanted to find out:
- clarify if the priorities were clear to you
- find out what priorities are the most and least important to you
- understand what you liked about the strategy
- understand in what ways the strategy could be improved
- understand if there was anything missing from the strategy that should be included
- understand what impact you think the strategy would have on you, your children, family and our wider community and partnerships
The survey ran from Monday 20 September to Sunday 7 November 2021.

Preparation For Adulthood (PfA) action plan
Preparation For Adulthood (PfA) action plan: bi-annual report – September 2023
- In November 2022, we relaunched PfA to address family challenges and establish a robust information-sharing framework. Our focus areas and senior reporting officers drive outcomes, ensuring high-quality care for young people with various needs.
- Our bi-annual report monitors progress and upholds our commitment to a successful transition into adulthood. PfA remains central to our council's values, promoting a collaborative approach with other departments and health colleagues.
- We're dedicated to creating a streamlined process involving young people, parents, and carers to navigate essential services effectively

Haringey Voices Project
In March 2023, we hosted the SEND Voices Day event at the Cypriot Community Centre in Haringey. We welcomed parents, carers, children, young people, schools, healthcare practitioners, Local Authority Education Teams, and Voluntary Care Services to join us in co-production. The event involved documenting ideas, sharing experiences, presentations, and engaging activities.
For the event, we partnered with Genuine Partnerships, a nationally recognised team from Rotherham comprising parent carers, service practitioners, and young people. They are dedicated to fostering co-production through their Four Cornerstones approach:
- Welcome and Care
- Values and Inclusion
- Effective Communication
- Partnership Building
Their goal is to cultivate and strengthen these principles to foster trust.
The Personal Outcomes Evaluation Tool (POET) survey
The POET survey, conducted by the voluntary group, In-Control, ran from Monday, 7 November, to Friday, 2 December 2022. The purpose of the survey was to gain insight into the thoughts of young people with SEND, their parents, carers, and practitioners on the quality of the SEND provision in Haringey.
2021 SEND Travel Assistance leaning review
- Home-school transport is a vital service for families and one which we know must work efficiently.
- To ensure this, the SEND service initiated a learning review to identify what went wrong in September 2021 at the start of the current school year. The learning review was conducted over November and December involving different stakeholders who shared their insights and experiences.
- Most importantly, parent representatives were part of this learning review, and we really appreciate the time and commitment given to this project.
2020 Amaze report: embedding co-production in Haringey
In 2020, we commissioned an independent report from Amaze Sussex to help us better understand the needs and wishes of parents and carers of children with SEND regarding communication, consultation, and participation.
Amaze engaged with a wide range of parent carers and professionals to gather information regarding parent carer participation and co-production and produced this report. The report has clear findings and recommendations for how the Haringey SEND service can better work with parents to develop excellent parent/carer engagement and participation.
