The retrofit programme is part of Haringey Council's ‘net zero’ carbon strategy, which has the aim of ‘retrofitting’ around 15,000 council homes by 2041. It is one of the key priorities set out in our climate change action plan in 2021.
This privacy notice relates to data collected for the post retrofit works questionnaire.
Information we collect about you
With your permission, we will collect different types of your data – this includes:
- personal identifiers and contact information, for example, your name, address, age, gender, ethnicity, Unique Property Reference Number (UPRN)
- financial information, for example, your household income, cost of energy bills
- special category data (sensitive), for example, information about your health and disabilities (relevant to your health post retrofit works), ethnicity
- correspondence and contact information to measure the effectiveness of engagement activities by your social housing provider, complaints, contractor performance
Please note that completion of the post works survey is on a voluntary basis.
How we collect your information
We collect data from various sources, primarily:
- directly from you, for example, through surveys
- from our own databases
The reasons we collect and use your data
We do this to:
- meet our requirements under PAS 2035 requirements which ensure your social housing provider completes work to your home to an appropriate standard
- meet our requirements under the London Social Housing Fund Strategic Partnership and requirements to the Department for Energy Security and Net Zero (DESNZ) as funders for the retrofit work
- allow us to follow up on questions or complaints
- make sure that the contractor has met their contractual obligations
The legal basis for collecting your data
Personal data: UK GDPR article 6 (1)(e): performance of a task carried out in the public interest.
Special Category data: UK GDPR article 9 (a) explicit consent.
The underpinning law is the Localism Act 2011 and the Public Sector Equality Duty in the Equality Act 2010.
Who we share your information with
We will not sell your personal data to any third party. We only share your information when it is necessary, proportionate, and lawful to do so. Which includes with the following organisations:
Warmer Homes London
An organisation hosted by London Councils.
They will be storing your data and using it to:
- improve the way we work with social housing residents
- collect evidence about home improvements to help other residents
- collect evidence about home improvements that will help influence central government and relevant stakeholders about the importance of home improvements
Greater London Authority
We share anonymised data with the Greater London Authority to understand any impact to our tenants’ health after home improvements.
Department for Energy Security and Net Zero (DESNZ) & their partner IFF Research and Technopolis (for analysis and quality checks)
Your data will be shared with the authority because your social housing provider is required to do so.
Your data will be anonymised, but will include some information that could identify you, such as your home's Unique Property Reference Number (UPRN). This data, including your UPRN, will be given to Warmer Homes London by your housing provider.
The DESNZ is collecting your data to:
- support independent evaluation by IFF Research and Technopolis
- produce reports for DESNZ to show progress and lessons learned
- check that public money is being used effectively
- learn what works well and what could be improved
- plan future programmes to make homes warmer, healthier, and more energy-efficient
How we protect your data
We have robust processes in place to ensure the confidentiality of our data is maintained, and there are stringent controls in place regarding access, transfer, and use of the data.
How long we keep your information
The Haringey Council Retrofit will keep your data for 7 years.
Warmer Homes London will keep your data for 4 years, following the closure of Social Housing Fund Wave.
The Department for Energy Security Net Zero will keep your data for 7 years.

We do not use automated decision-making or profiling to process your personal data.
