Last night (21 October 2025), the council’s Cabinet gave the go-ahead to select a contractor to build 150 homes at council rent as part of the second phase of the Chocolate Factory development in Wood Green.
Councillors also approved delivery of 66 energy efficient homes adjacent to the Sir Frederick Messer Estate in Tottenham, designed using Passivhaus insulation principles.
Both projects will contribute to the council’s target to deliver 3,000 new council homes by 2031, 2,000 of which are already underway or completed.
More than two-thirds of properties at the Chocolate Factory will be two-bed or more and the Sir Frederick Messer development includes 25 three-bedroom homes, providing much-needed family-sized accommodation.
Cllr Sarah Williams, Deputy Leader and Cabinet Member for Housing and Planning, said:
At a time when housing is the biggest issue facing Londoners, we are doing what we can to deliver high-quality council homes for local people.
These schemes will not only bring forward more than 200 additional homes, but properties with great exterior and interior design standards that are well-insulated and energy efficient, because we want homes that aren’t just affordable to rent but affordable to run.
We are extremely proud of our housebuilding programme and the way it is truly transforming the lives of Haringey residents.
The news follows the announcement in September of plans to acquire and build more than 100 council homes.
Tenants at Sir Frederick Messer will benefit from private balconies, extensive green landscaping, more than 100 cycle spaces and high-performance energy saving measures such as solar panels, green roofs and air source heat pumps.
Set to be built on the corner of St Ann’s Road and Seven Sisters Road, the scheme is car free, except for the provision of seven wheelchair accessible Blue Badge parking spaces.
The Chocolate Factory development, which is subject to satisfactory planning consent, will be powered by heat pumps and 75 solar panels on the roof, keeping running costs low.
Transforming a brownfield site, the new development will include 15 homes designed for wheelchair users. All flats on the upper floors will have private balconies and access to a shared garden with a playground for children.
