Placemaking in Tottenham Hale is about shaping places that empower all our residents, from young to old, to:

  • have real influence over changes to their local area
  • celebrate the rich heritage of our diverse communities
  • help local businesses to thrive

The Tottenham Hale of today has changed significantly since 2014 when community engagement started.

There are hundreds of new council homes being built or completed, like Rosa Luxemburg Apartments, plus a combination of private-sale, affordable and rentable new homes. A new health centre is under construction.

Transport for London and Network Rail have upgraded the underground and rail infrastructure, including a new Tottenham Hale station, step-free access to platforms, and a new bus station.

Projects are underway to improve green and open spaces including Down Lane Park, The Paddock and Parkview underpass. There are new shops, bars, restaurants and more.

We are working with local residents, businesses and partners to ensure that the changing landscape of Tottenham Hale delivers genuine transformative change for all. Together, we can create a Tottenham Hale that supports people’s health, happiness, and wellbeing. A Tottenham Hale for all.

Key focuses:

  • major investment in new and better housing will serve the needs of existing residents as well as new members of the community
  • a range of new jobs, training opportunities and apprenticeships for local residents, helping to build a strong and fair local economy
  • local people will be able to walk and cycle along safer, cleaner and greener streets, lined by a range of shops, workspaces and services providing things to see and do
  • enhanced green and open spaces will provide opportunities to participate in sports and activities, places to play and learn, quiet spaces for calm reflection and opportunities to get active and volunteer or participate in community events
  • new health and wellbeing facilities and community infrastructure positioned at the heart of the neighbourhood, will allow all of our residents access to good support and services in their local community

The district centre framework (DCF)

The Tottenham Hale district centre framework shows one way we can achieve the community's aspirations and provides guidance on what sort of buildings could be built, e.g. low-rise or high-rise buildings and where they could be built.

Streets and spaces strategy

Tottenham Hale needs to a space that works for pedestrian and cyclists as well as other road users. Our aspirations are to:

  • create a safe and attractive network of pedestrian and cycle routes
  • reduce the dominance of cars and traffic
  • encourage opportunities for community activity
  • create easily maintained public realm
  • introduce street planting, trees and landscaping

The Tottenham Hale green and open spaces strategy

Supporting green and open spaces are at the heart of improvements to Tottenham Hale.

We are delivering a programme of physical investment, ecological upgrades and safety improvements, to create a network of enhanced open spaces and green pedestrian links, running from Tottenham High Road to the Lea Valley.

Strategic development partnership

In March 2017 Haringey Council entered into a strategic development partnership (SDP) with Argent Related.

This partnership combines the land holdings of both Argent Related and the council. Without coming together in this partnership we would not be able to deliver on our promise to create thousands of new homes and jobs as well new commercial, retail, residential, leisure and entertainment spaces.

Housing Zone

Tottenham Hale was awarded Housing Zone status by the Mayor of London in February 2015. The Housing Zone investment has enabled us, with development partners, to start delivering a great range of quality, affordable homes in Tottenham Hale.

It has also given us the resources to move forward with community-backed plans to bring forward a fantastic mix of facilities, improved infrastructure and greater opportunities for local people.
