Do I need a planning application?
Not all retrofit works require a planning application, some fall under “Permitted Development”. Most permitted development is subject to conditions and limitations. Flats and apartments are excluded from permitted development so any external works will require permission. Works proposed to listed buildings will require Listed Building Consent, and permission is often required for buildings in a Conservation Area.

Building Control
Before you start your works to your property, you should check if you need to get building control approval.
If your works require building control approval, you can make application directly to Haringey’s Building Control department or appoint an independent approved inspector.
Other considerations
Other relevant regulations may include Construction (Design and Management) Regulations 2015 and Party wall agreements if the proposed works affect the structure of the property’s party wall.
Private Rented Sector Minimum Energy Efficiency Standard
The Domestic Minimum Efficiency Standard (MEES) Regulations require all domestic properties rented out in the private rented sector to a have an Energy Performance Certificate of E or above. It is now unlawful for a landlord or agent to rent out a domestic property with an EPC rating of F or G, unless they have a valid exemption in place. Landlord Licence
All privately rented homes within the selective licensing zones in Haringey will require selective licences. They must comply with a set of conditions including the requirement of an Energy Performance Certificate. More about selective property licensing.
